Short answer: Create an account at cleantruckcheck.arb.ca.gov (CTC-VIS), add your company and each non-gasoline vehicle over 14,000 lbs GVWR (unless exempt), pay the annual compliance fee ($32.13 per vehicle in 2026) by card or eCheck, and have a credentialed tester submit a passing test before your deadline. When the payment clears and the test is on file, download the compliance certificate from CTC-VIS.
CTC Finder is not CARB and cannot register vehicles for you. CTC-VIS is CARB's official system.
Step 1: Create your CTC-VIS account
Go to cleantruckcheck.arb.ca.gov and create an owner account. You will enter the owner's contact information and the business details (or your own if you are an owner-operator).
Step 2: Report each vehicle
For each heavy-duty vehicle, enter the VIN, license plate, make, model year and other details CTC-VIS asks for. Vehicles can be reported with a temporary plate. Report every non-gasoline vehicle over 14,000 lbs GVWR (unless exempt) that operates in California, including out-of-state vehicles.
When you buy, sell or retire a vehicle, update CTC-VIS within 30 calendar days.
Step 3: Pay the annual compliance fee
| Compliance year | Fee per vehicle |
|---|---|
| 2025 | $31.18 |
| 2026 | $32.13 |
| 2027 | $33.12 |
The fee is due at the vehicle's first compliance deadline of the year. Pay in CTC-VIS only, by credit/debit card or TeleCheck eCheck. CARB does not accept paper checks for this fee. Card payments clear in about 1–2 business days; eChecks can take 5–7.
Step 4: Get the emissions test
Book a CARB-credentialed tester. The tester submits the result to CARB (smoke opacity and visual inspection results through their CTC-VIS tester account; a credentialed tester's telematics OBD devices upload automatically). You can test up to 90 days before the deadline. Find a tester.
Step 5: Download the compliance certificate
Once the fee has cleared and a passing test is on file, the compliance certificate can be downloaded from your CTC-VIS account. After that, the DMV record can take 3–5 business days to update, so don't wait until registration renewal day.
If you get a DMV hold
A Clean Truck Check hold on your DMV registration appears as SB 210 / Q212. Fix the missing item (report, fee or test) in CTC-VIS. For help, contact CARB at HDIM@arb.ca.gov or (866) 634-3735.
